Broken links in HTML documentation

The intra-document links are broken on the HTML version of the documentation. Example:

• Go to https://www.openness.org/docs/doc/getting-started/openness-cluster-setup
• Click on "Preconditions", it takes you to the "Release Notes" webpage (https://www.openness.org/docs/openness_releasenotes#preconditions)

The markdown version works on Github, i.e.:

• Go to https://github.com/open-ness/specs/blob/master/doc/getting-started/openness-cluster-setup.md#preconditions
• Click on "Preconditions" and it (correctly) takes you to https://github.com/open-ness/specs/blob/master/doc/getting-started/openness-cluster-setup.md#preconditions

Additional problem:

• The "Download this page" (PDF) feature does not work. It throws an 404 error (https://www.openness.org/404)

How it the HTML documentation converted from markdown and uploaded on the website?
