Provide option to review a custom time frame on Ward & Service Type pages

Alderman office was interested in being able to choose a specific time frame (last week, last month, last three months, etc) to review open/closed requests, and improvements in time-to-close rankings. This is a feature that would also work well on the Service Type pages.

This is a feature that can be handled by viewing raw data and/ or going directly to the portal. We should maybe ask a "want to play with this data more?" question on these types of pages and link to more information on the /about page re: munging data.
