Create new path from homepage

Create two specific paths for people visiting Expunge.io from homepage: 1) People over 18 who can (most likely) get their record expunged, 2) People who are under 18 who are not eligible for expungement, but might be looking for more information (like what to say on an job application) or resources.

This will also help us better understand who is coming to this website. Are these people who are under 18 and just got arrested? Or are these people who are over 18 and most likely eligible for expungement?
