this is incompatible with producers that can aggregate results from multiple files (e.g. from Sarif)

currently this couples a parser to a single run from a single tool but there are cases where e.g. snyk can have produced output from multiple of its modules (snyk-code, snyk opensource, snyk-iac etc)
