Describe the problem/story

Some new proposals get detached from both the campaign and the WG resource spaces

Steps to reproduce the problem

(1) I created a new proposal using i.meister as login, enter a title and theme and then checked to see that it was saved correctly as a private draft. It was and its card was visible both on the campaign and the correct WG pages. (2) I returned to the proposal and completed all remaining fields. (3) I then changed its status from private to public. (4) It is my recollection that at that point, when it was still a public proposal, that I went to the campaign page to log out and log in as another user to test comment notification. At that point I noticed that it had disappeared. It should have been visible on the campaign page, but was not. It was also not visible in “my proposals” (logged in as i.meister) as a private proposal or available in the WG. @cdparra (edited)
Thus, as best I can remember, I did not try to change its status from public to published. Last night the same thing happened, with more or less the same steps. That is, I created a proposal. It was saved as a private draft. I changed it to public draft. It disappeared at that point.
