Store certain records in all nodes?

Certain DHT channels contain data that is vital to many applications: they need a complete mirror of these channels in order to operate. When one or more nodes are inaccessible, this is problematic: it means that such apps cannot start up.

One way to address this would be to ensure that the records of these vital channels are stored in every node in the DHT. This would mean that a client would only need to be able to contact a single node in order to start its operation.
