Add measure for number of code comments provided per recognizable language

Code comments often provide a useful way for humans or machine agents to understand the code being written. These comments are usually standardized within each programming language (for example, # comment in Python). We could measure the code comments as a ratio of the lines of code to determine how understandable and documented source code might be.
