[Bug]: Crops not growing and grass not spreading [1.16.5]

Describe the bug you're experiencing

Seems like block ticks are not working properly in performant-1.16.2-5-4.1m as grass doesn't spread, plants don't grow, etc, I tried to increase the random ticks to 10000 with no effect at all, the only thing that solved the issue was removing performant

Reproducability

Forge server 1.16.5, add performant
