Officialize the status of the Bootstrap Tour project: Dead? Looking for maintainer? Hope for the future? #776

@sorich87 The Bootstrap Tour project has seen no commits / releases for quite a while.

I have seen a project come back to life after 19 years! virtualmin/virtualmin-gpl#298 (comment) but this is not realistic for a project like Bootstrap Tour.

As you may know, we use in Tiki Wiki CMS Groupware: https://doc.tiki.org/PluginTour and it is broken since we upgraded to Bootstrap 5.

If Bootstrap Tour is dead, please make it official so we and others get a clear signal to make alternate arrangements. If there is hope, please share some information. What are the odds / requisites for a revival of this project?
