rsyslog template format not supported by RHEL9. need to modify template

As rsyslog modifying template over default configuration imjournal module failed to load in RHEL9 .

e.g. error imjournal: open() failed for path: '/var/lib/rsyslog/imjournal.state.tmp': Operation not permitted [v8.2310.0-4.el9 try https://www.rsyslog.com/e/2433 ]

🚓 Expected behavior

rysylog service thows error while starting as module not loaded with error operation not permitted. High CPU usage after restart
