Currently users can submit an unlimited amount of concurrent edits regardless of experience/quality of submissions
Describe the solution you'd like
A maximum limit which is definable by admins. For further complication the limits could be definable by role and to further complicate, those with few successful edits only get say 5 pending edits and as they have more submissions successfully add then they can have more concurrent pending edits ...
Describe alternatives you've considered
Leaving it as is but in some cases this means the edit queues can get spammed/flooded

Not a fan. What if one user wants to add all the scenes of a brand new studio? They have to create the studio, any new performers, and then all the scenes. I've done this a few times in the past and it takes time. If you're limiting the amount of edits a person can make, they have to sit around and wait for people to approve those edits. I just wouldn't even bother at that point.
Instead of limiting editing, remove the edit permissions of anyone who misuses it (which is already done, I believe). Low quality edits would be debatable.
