slic upgrade runs the upgrade cycle even when already on latest version

After slic upgrade already ran, I tried it again and it wen through the upgrade cycle again. Confirmed by doing it a 3rd time.
FYI: I first ran slic update and wasn’t sure if it was the same as slic upgrade so that's why I ran it the 2nd time.
