Grafitti is enclosed in double quotes #202

Using Lighthouse grafitti is incorrectly enclosed in double quotes. Examing ps output I can see this:
lighthouse vc --graffiti="mygraffiti"

Double quotes are propagated to the beacon chain. You can find lot's of block proposal with grafitti enclosed in double quotes.

May be related to my previous pull request.
