We tried to implement this in geocat RoR, but it didn't work. The idea is the user comes in with an old dataset and you can then check if GBIF has any updates for these records or has new records. Probably not that easy to do and what is the demand? Does GBIF have a watcher by species?

we can easily get count of occs by taxon key e.g. occ_count(taxonKey=5260683) and see if this changes. But we won't know exactly what has changed in terms of observation. We might be able to do this in a more granular way via github actions e.g. see here https://github.com/marketplace/actions/flat-data - found by @nickynicholson. i.e. use github versioning to see when dataset has changed.
