Deleting points is probelmatic when POWO or analysis polygon is switched on

Move users defined points to the top of the stack to they are easily selectable. Work around is to switch these off. but not idea

The only solution I can think of here is to switch off analysis and powo polygons when this button is selected. But to make this work, it would be sensible to add a powo map switch @stevenpbachman what do you think?
