client side fix for not allowing less than 3 genes for hiercluster

the backend fix at termdb.cluster.ts is definitely needed

on client side, the geneset edit UI should conditionally not allowed to submit less than 3 genes. also the gdc gene modal output should be passed to geneset edit UI first. this way it avoids a server request so user won't have to wait for it
