Not sure if it makes sense for SVG to be it's own dictionary vs. adding it to the HTML one.
There is also some overlap with the CSS dictionary from the styling aspect

For now, let's just add it as a new source file to the HTML dictionary package. At some point, it would make sense to be able to handle SVG files in a graceful way.
