Improve the accuracy of the spotify Local Play timestamps #16

When playing songs using "Play Locally", the effective start timestamp can fluctuate around 200ms, which makes using it as a souce (particularly during composition rather than playback) pretty hard.

Now that the composer is mostly integrated directly with the server (rather than standalone), this will first need to be replaced with a new controller implementation for spotify.
