Some confusion about a weight

I tried the california_prop99 example and it worked as in the paper.
However,a small question confused myself.I don't understand the meaning of the weights in the example, using this dataset as an example, is it the extent to which the implementation of this policy affects different states? The higher the weight, the greater the impact of this policy on this state? Thanks! ~
