instead and/or in addition to use the tooltip approach, one could imagine to work with annotations also as a separate right-hand sidebar, which should cover the following features as accordion panel.

• core functions (enhance, select all, new entity, ...)
• main configuration options (CSS selection, target sources...)
• view actual suggestions as a tree together with their types, letting the user to de-select entire groups or individual entities
• preview for the actual entity

the CSS style within the text could be changed to a dotted underline for suggestions, a double underline for accepted links.
