Hmm, I'm pretty confident this is an issue with your DNS configuration. Did you do any special networking changes? Installed a VPN? Set a custom DNS resolver? Anything like this?

  default-run target `app` not found

You have to change the default-run value to the same name as your binary name in that Cargo.toml file
