if the app goes out for longer than max_minues_in_interval (if outage_time_minutes as u32 >= max_minutes_in_interval as u32), the interval needs to be raised to the appropriate one given the outage_time_in_minutes and interpolated to COLLECTION_INTERVAL to allow for the full discrepancy to be fixed
