[Web Connector] Publish the connector model as a JS module with types

The connector-web-model module conveniently packages the contract for the web connector API, but it is only available for JVM applications. I believe client implementations like tock-react-kit would benefit from having the types available as an NPM dependency, which we could provide by setting up Kotlin/JS on the subproject.
