This is becoming more common in online newspapers and big media publications. Subtitles are sometimes a good way of adding a bit more context to the title, and summaries are similar to TL;DR's for people who don't want to read the whole article (for better or worse). Subtitles are fine, but figuring out the right structure for summaries could be more difficult. Maybe they just become one part of a recommended "post template" for news articles instead.
