Add brightness selector to Settings panel #14

I recently downloaded budgie333 app for brightness control. The idea is excellent!
But maybe instead of an app, it could be added to the Settings panel, maybe as a slider as well?
Whaddya tingk? ;)

I can see this working, for sure. We're a bit short on space in the settings panel (we're also going to add a shutdown button on there), so it would need some thought around how to place it up there.

Since apps also have control over the brightness, we'd need some OS-level management of this. I think that a system-level brightness setting would be the default brightness (set by tbprocessd) when an app is launched, then the app has complete control of it after that.

With the settings panel, it would be easy to make it scrollable or to add
an extra tab.

I'll have a look at it when I have a moment.
