Try this:
Hive: HKEY_CURRENT_USER
Key path: SOFTWARE\Microsoft\Office\16.0\Outlook\Resiliency\DoNotDisableAddinList
Value name: OutlookFileDrag
Value type: REG_DWORD
Value data: 0x1 (1)
