Goal

As an investor, I want Lending Reserve interest rates to be available in several different time formats and to be displayed as a "Funding rate" table, so that I can better understand the interest I will incur for a given reserve.

Background

This was pulled into a separate ticket from #643 due to scope.

Common are 8h and 1y, but there might be more. Benchmark with "Funding rate comparison" services.
