Add check for "TRUSTEDKEY_CYGWIN" failure #135

I was having issues using apt-cyg, where cygwin.com certificates were not being allowed.

Add a check to ensure that certs are installed with advice on how to fix it.

This command fixed it for me.

ln -s /etc/ssl /usr/ssl
