Introduce method for getting the current pcb connectivity map, only consider something connected if it's currently physically connected

This will probably require using some methods from tscircuit/checks to check if pcb traces are interesecting.

• Implement nonoverlapping checks, add NetManager system for detecting connected traces, add workflows
• Fix overlap test failing when port ids are not correctly added to trace, add regression test case
• reproduction for bad traces error (traces do not overlap)
