This may be a bug introduced with the new pre-processing of metadata. Many bills now do not have summaries that (probably) should. E.g. 117hr1. Compare with 116hr1500, which does have a summary. This issue is to investigate whether the metadata for the bills that don't have a summary in billmap have the summary somewhere else.

117hr1 does have a summary on congress.gov
