Propagate 'identical' bills to context tabs: SAP

This is merged and deployed. Hard to see it in action since 1) we haven't run the SAP scraper recently and 2) it is rare to find two related bills would both have SAP statements.

S1 (117th) is still not identified by our new criteria ("Identical", "Nearly Identical", "Title Match") as a match to HR1 (117th):

However:

1. 116 HR1 is found as a companion bill to 117s1
2. The SAP context does show 117hr1 SAP in this list. Maybe because the same statement is listed for 117s1, but we are not merging the two database queries?
