Create an SSM parameter following UCS provided naming convention /unity/healthCheck/<MARKETPLACE_ITEM>/<COMPONENT_NAME>/url and store dockstore/health endpoint as the URL

SSM parameter name will be /unity/healthCheck/shared-services/dockstore

the SSM param should be automatically created after a deployment of the service.

What is this blocked by? I don't think the creation of SSM Parameters is prevented by anything. it's not ideal, but i do think "Blocked" is too strong here.
