Modify Jupyterhub to use a dynamic Docker stack list #160

Dynamically generate the Jupyterhub list of which Docker stacks aka development environments are available. Possibly just read from a S3 file create during deployment.

Or maybe there is some way to modify it using the Admin features of Jupyterhub. Create a new plugin, sure why not.
