Alternative would be users creating a web service on their local directory, and perform "https" download which is very tedious

ASIPS wants to develop locally, and easily copy files from a different directory as a mock "stage-in".

A clear and concise description of your request.

• Additional download type "LOCAL". We'll still use stac as a reference to configure what to "stage-in".
• Potentially a mixed type where you have "LOCAL" + "HTTPS" or "LOCAL" + "S3".
