To avoid supporting multiple cwl workflows for different download types, we want stage in to determine download type by examining assets href.

If href is s3, assume download from venue bucket
If href is https and host contains earthdata.nasa.gov or earthdatacloud.nasa.gov, assume DAAC
Else assume public https download
