Editorialized Urbit.org Hero CTA

Design: Urbit.org's "Hero CTA" should be scheduled + structured according to major release-stories we want to publicize, it should be more directly a surface for comms/marcom to communicate through.

On a "technical implementation" subject, the Hero element could possibly be built using metadata similar to blog or event posts, which would enable comms/foundation members to simply "publish" new hero elements to the site, without an involved design process.
