We need a crosstalk veto system that can be more targeted. Ideally, it will allow us to veto crosstalk from any of a list of potential perpetrator channels into a single victim.

The current code allows all channels to veto all others, but in some cases that is overkill.

See my email sent to Dan, Joel, Randy, Kelsey on June 16. I had little success on a targeted crosstalk. It took 2 minutes per channel to run (maybe could be faster with Cython), and it did not improve resolution as much as a general array-wide veto does.

Put on hold for now, until we better understand the requirements.
