E.g., 12 users in The Hub but only 6 users reported on the Web page.

Looking at the Vircadia metaverse-server, it looks like 'The Hub' is not registered properly with the metaverse-server. It's not reporting its number of people.
There is also a feature that should be zeroing the number of users in a domain if the domain isn't heartbeating. I should check if there is any problem with that.
But, this is a good issue. There are some things wrong with the count.
