Provide a short explanation of why Cartographer needs cert-manager and how it uses cert-manager

Reading though all the cartographer docs there is no mention of certificates, so it is rather surprising when reading the install page that there is a dependency on cert-manager. Docs should provide a short of explanation of why cert-manager is required as a dependency for cartographer and how cert-manager is used by cartographer.
