The Charter template section on coordination says:

For all specifications, this (Working|Interest) Group will seek horizontal review for accessibility, internationalization, privacy, and security with the relevant Working and Interest Groups, and with the TAG. Invitation for review must be issued during each major standards-track document transition, including FPWD. The (Working|Interest) Group is encouraged to engage collaboratively with the horizontal review groups throughout development of each specification. The (Working|Interest) Group is advised to seek a review at least 3 months before first entering CR and is encouraged to proactively notify the horizontal review groups when major changes occur in a specification following a review.

However:

  • FPWD does not apply to IGs; only FP Note.
  • CR does not apply to IGs

I suggest that the IG text be more clearly differentiated from the WG text.

@ianbjacobs Agreed, but does any of that text actually apply to IGs?

We did include some of the language in the Sustainable Web IG charter. Maybe we can leave a note in place that says to people working on the charter: "This is not required for an IG charter, but if the IG plans to write documents that are expected to be reviewed, salt to taste."
