Revised page: Selecting and Using Authoring Tools for Web Accessibility #100

Long ago we had this page: Selecting and Using Authoring Tools for Web Accessibility Looks like the content was put into the new design. It included things like "This document provides information which may help find improved authoring tools and/or work around the gaps in existing authoring tools."

A potential replacement page is drafted at:
https://wai-authoring-tools-list.netlify.app/tools-list/authoring/selecting/

From quick skim, that looks like mostly a paraphrase of ATAG. And not covering the other topics. Reminder that we have ATAG at a Glance, which has shorter paraphrase.

I assume it's not a priority to work on that page now. So this issue is a reminder that it's there for if/when it becomes a priority. (fyi @iadawn )
