As you can see in the screenshot, the EU is said to have vaccinated 8% of its people, whereas the main cluster on the graph showing all EU is half that. The UK is actually NOT shown in the "EU-27" group, and in any case the higher rate of one (albeit large) member shouldn't be enough to raise the average like that, so not sure what's going on.
