extract calculations to separate module

This module uses data from the maps collection to define functions to map between genomic coordinates and bins. The maps collection may change between gramene releases due to new genomes or updated assemblies. When building the genes collection bins are assigned to each gene, we need new maps. Extracting the calculations to a separate module will allow it to be used in both settings (build and query)
