Add initialize_build to SETO System Costing

Running initialize on the system costing block will result in an error (first one I saw was related to absence of aggregate_capital_cost when I tried to add in initialize_build quickly.)

We should revisit this when time permits.

wondering if this was de facto addressed after updating to watertap 0.11 since there is now an initialization routine for costing?

@adam-a-a if we are using watertap 1.0 and inheriting costing packages, can this be closed? #115

Ok just actually tried this and was able to duplicate.
