CHANGELOG.md is missing information about puppet module changes since v4.0.4

What are you seeing

The CHANGELOG.md has only received version bump notices after release v4.0.4.

What behaviour did you expect instead

That the changelog is properly updated on each (tag) release to review the changes bevor updating to the new puppet module version.
Since the versioning is bundled to the software stack the changelog is the only way to find major breaking changes of the puppet module.

It needs to link to every pull request that the new release merged.
