Add Starship

I would like to add Starship because:

It is a popular shell prompt that works consistently across shells.
it works consistently across Windows, Mac, and Linux.
Binary releases are available via Github Actions for a variety of platforms.

General Instructions to create an installer:

Get the latest release
Get the appropriate platform
Download tarball for platform and the respective hash
Extract binary to appropriate location
