Allow namespacing of task names

Allow task names to be namespaces, e.g. whs.task_name . Task names can begin with no namespace but a period are assumed to be in the whiskey namespace, e.g. whiskey.installnodejs, .installnodejs, and installnodejs would be equivalent. All tasks should be required to provide a namespace. If tasks not in the whiskey namespace don't have their namespace as a prefix, write a warning.
