Currently it's not possible to update the NTT Manager peers on Solana
This should be possible by changing the init to init_if_needed in the account constraints for the set_peer function: https://github.com/wormhole-foundation/example-native-token-transfers/blob/main/solana/programs/example-native-token-transfers/src/instructions/admin.rs#L157-L159
