DAPNET Skyper RIC 4520 isn't displayed correctly

If a Skyper RIC 4520 (Edit: possibly also for RIC 2504, the Skyper timesync message) is received by the pager app, the message seems to be "encrypted" (the real message content can't be read correctly, it heavily differs from the message shown in the Pi-Star dashboard).

As far as I see, the reason there for is that the character set for this RIC must be rotated by -1 character.

Would be really great to get this correctly displayed.
