High request latencies from Telegram Bot API #1

According to metrics, requests to the Bot API are sometimes taking more than 10s, and users have reported that the bot is unresponsive.

One solution could be to add a timeout on requests to the Bot API and possibly also retry requests that time out up to a certain amount of times.
